Northamptonshire County Association of Local Councils is a not for profit membership organisation, representing, training and advising the parish and town councils of Northamptonshire, who form the grass roots tier of local government in England.
We offer members a resource of vital, operational information and facilitate communication at all levels of the parish network - district, county, regional and national.
As a membership association we are unable to deal with queries from the public, but we are happy to make general information available through this website.

The Energy and Carbon Management Team at Northamptonshire County Council is proud to present a series of events as part of the European funded ZECOS project, designed to help communities on the path to a zero carbon future. More »
In event one, communities have already learnt more about energy use in their areas and have discussed ways to promote energy efficiency and carbon reduction at a community level.
It's not too late to come along and join in!
In the second of five events, we will be examining what actions people would like to see happening in their communities to reduce energy consumption and energy bills, how to gain access to funding streams, how to prioritise projects for maximum community benefit.
Although the events will be focused on three electoral divisions in the county, anyone with an interest in sustainability or with a passion to help their community to save money is more than welcome. The information and skills at this event are applicable to any level, from a single household, a school, a parish or even wider.

The government has proposed legislation that will permit the filming of and reporting from meetings of town and parish councils. The draft Openness of Local Government Bodies Regulations 2014 propose that "Any person shall be permitted to attend a meeting… for the purposes of reporting" and goes on to define "reporting" as "filming, photographing or audio recording of proceedings; using any other means for enabling persons not present to see or hear proceedings of a meeting as it takes place or later; and reporting or providing commentary on proceedings of a meeting, orally or in writing, so that the report or commentary is available as the meeting takes place or later to persons not present." The regulations would mean that members of the public would have a statutory right to record council meetings and would no longer have to seek the permission of the council (as they do under current regulations). Members of the public would have a right to film meetings and later upload the video online, to stream live video and/or audio of council meetings, and to tweet, blog and post from the meeting as it happens.
